Permanent Housing Program (PHP)

Acceptance. Dignity. Hope.

These words have lost much of their meaning to people who have no place to call “home”. For people who have seen the harder edges of life, these things are precious commodities. At HALO, we have found that homelessness is merely a symptom of deep and painful problems that have plagued our families for years. There is no quick solution.

The Details

HALO's Permanent Housing Program is for individuals or families who are ready to leave HALO's shelter, but because of mental illness or another disability are not prepared to live on their own. Clients have the opportunity to start over in a respectable apartment, and are in turn required to attend groups, budget monthly, and remain clean and sober. Besides an apartment we offer the following to participants:
  • Financial help such as monthly budgeting, workshops, and training
  • Payee services
  • Help with coordinating Doctor Appointments
  • Education through classes held at HALO, Inc. and referrals to classes
  • Mentoring and support through mental health crisis
  • Volunteer and employment opportunities
  • Legal Referrals
  • Help signing up for health care/food stamps
  • Assistance for disabled participants in obtaining SSI/SSDI
  • Assistance in becoming active in their community


Permanent Housing is available only to individuals or families that are participants in HALO and experience mental illness or another disability. Additionally, participants are required to:
  • Participate in a continuing Individual Success Plan (ISP) including monthly meetings with their case manager
  • Budget monthly, in the same meeting as the ISP is discussed
  • Attend groups as determined with case manager
  • Daily living skills
    • Monthly housing inspections are done to ensure homes are clean and in order, as well as to check on the well-being of participants


PHP appreciates your donations, which will be given to our clients as they move into their new apartments or homes. Thank you in advance. PHP is in need of:
  • Dressers
  • Mattresses
  • Blankets, towels, curtains
  • Tables and chairs
  • Vacuums, brooms, and other cleaning supplies
  • Pots and pans
  • Dishes and silverware
  • Cribs
  • Miscellaneous furniture and various other household items
