Housing Rehabilitation Program

One of the biggest challenges for HALO over the past few years of serving those experiencing homelessness in Racine has been finding quality, affordable housing into which our clients can move. It is very possible to find cheap housing, and it is easy to find quality housing, but the combination of the two has become quite rare. On top of this challenge is the issue of vacant and foreclosed homes that often litter Racine's neighborhoods.

Because of these issues, HALO has decided to team up with a number of partners to begin purchasing foreclosed homes, renovating them, and finally selling them at reasonable prices. With some of the homes, we sell to local landlords who agree to rent specifically to low income persons for a number of years. With others, we will sell directly to local community members, offering preference to those individuals and families who might not be able to afford housing that is as high quality otherwise.

Some of the benefits of this program include:
  • Low income and other families having safer and more affordable places to live
  • Racine's neighborhoods are improved
  • Proceeds from the sales of these homes go to support HALO and our other programs

HOME is the largest Federal block grant to state and local governments designed exclusively to create affordable housing for low-income households.

Wells Fargo has agreed to partner with HALO in order to provide us with formerly foreclosed homes currently under their maintenance bill at little to no cost.
