
About THP
Acceptance, Dignity, and Hope
These words have lost much of their meaning to people who have no place to call “home”. For people who have seen the harder edges of life, these things are precious commodities. At HALO, we have found that homelessness is merely a symptom of deep and painful problems that have plagued our families for years. There is no quick solution.
After a family or single individual has entered into HALO’s shelter, and has worked their ISP (Individual Success Plan) and is ready to leave shelter, but still needs support of a case manager, we offer Transitional Housing Program (THP). Clients have the opportunity to "start over" in an apartment provided by THP and are inturn required to attend groups, buget monthly, remain clean and sober. A family or individual can remain in THP for up to 24 months. Every participant in THP will be evaluated every three months, and a decision will be made as to whether the participant will continue in THP. This is, of course, based on the participant’s progress towards self-sufficiency.
THP case managers will assist by providing education and practical experience in areas such as career paths, goal setting, budgeting, parenting, personal empowerment and other life skills opportunities.
Who is Eligible for THP?
Any participant in HALO can apply to enter into THP. His/Her application will be return to top
reviewed by in-shelter case manager and THP staff members to determine if the program is appropriate for the applicant. Entry into HALO’s THP is based on need, availability of housing, and willingness to participate in our intensive programing.
To be eligible, the individual or family must have income, desire to be drug-free, maintain recovery and be motivated to work one-on-one with a case manager. Upon entry into the program, each family acquires a suitably-sized apartment in the Racine County area. Our sites are scattered throughout the community; this requires the family or individual to seek out neighbors and get to know their new surrounding community. Once they are settled and secure in their own residence, they can begin to focus on solutions to self-defeating behaviors. Many of these solutions were started with their shelter case manager, and will continue to be their focus while in THP. The family is required to set a budget with their case manager, and pay for their own utilities. Rents are subsidized by financial assistance from HUD.

All participants go through a lengthy interview process and preparation period

Monthly housing inspections by THP staff

There are no additional tenants allowed to occupy the residence

We allow no drugs or alcohol usage by any THP participant, staff administer random drug testing

There are no overnight visitors allowed, unless approved by THP staff

No pets are allowed in any THP residence

Renters liability insurance paid for by HALO

Escrow is guaranteed by THP before the move in date.

We adhere with all HUD guidelines
Lease Agreement
THP strongly prefers month-to-month renting contracts over year-long leases just in case we need to evict a tenant.
THP Responsibilities
We will cover any costs and procedures if eviction or small claims court become necessary.
Donate to THP
THP appreciates your donations, which will be given to our clients as they move into their new apartments or homes. Thank you in advance.
